Every conversational or question-style query is mapped to one concrete action. Recoverable clicks are estimated from the CTR gap on queries that already rank; demand addressed counts impressions where content doesn't exist yet — no click projection is made for content that isn't built. Review before executing.

Stages are inferred for conversational, pivot and uncertain queries (and some pasted prompts). One search query is a single message without the surrounding conversation, so stage detection is best-effort — stages that need the previous reply (like Clarification or Challenge) can only be inferred when the wording makes them obvious.
